Perhaps use an odd number of ratcheting teeth and have a second arm and second set of coils and magnet, 180 degrees off from the first. That way not only could you run it under load, but you also run it with half-steps.

First: this was abandoned in 2009 so that's that. Second then you're back to relying on complex control electronics. Kind of missing the steampunk objective and you might as well use a stepper motor.

Cool! It reminds me of the clicker mechanism in a ball-point clickie-pen.
Can you upload a dxf of the ratchet layer? It may not 3D print very well
but I bet a laser cutter could make it no problem.

also added a sketch idea of spring that stop the rollback. might turn out too complicated to lasercut
