does this work? i mean , is it making it a little bit cooler ?

An air conditioner works by removing heat from one area and discarding it in another. You'll get cold air blowing into your face for a bit until the ice melts. Unless this is absorbing the heat into the liquid and transporting it into another area (outside) where it is discarded in a condensor it won't cool your immediate area down.

The theory works. Depending on the method and complexity of the source and desired level of control this can work at many power levels, both DC and/or AC, as well as basic (hot water or ice water) or on a higher level (TEC components, and two of these used to cool a box or a PC). I have designed a similar type apparatus which was used for my senior project, the design included TEC components, and was more efficient than theory should allow for, as well as having the ability to work from 5VDC, 12VDC, or 120VAC.
