Do you think you could halve each of the pieces again? They still come out too small on my Flashforge Creator Pro.

I know you answer this but just to clarify just print with the orientation there are in the stl file?

No make sure the flat cuts are level on the print bed. Basically rotate it 90 degrees.

What program was this originally done in? I would like to CNC a mold for this (so it fits the person perfectly) and I am having trouble trying to convert it to a solid so I can work with it. could you post this as an IGES file (solids not a mesh)

1) horizontally or vertically?
2) Are they made at the size they are and when printed and put together they become the size of the mask, or do I have to scale them up (i think the later)

print it so that the flat cut in is on the print surface. They are sized smaller than they are so you can size it up. I find that scaled up by 2 usually is good. You can play around with it.
