So I saw someone make something similar in the 3D Printing group on Facebook, but the post got nuked by the admins before anyone could post where the caps came from. I made these in Fusion. There are caps, cap seals, and a container to store the regular caps until the person you're pranking finds out what you did to the caps and needs to recover the regular caps...
The car I put these on is kept in a garage so I made them out of PLA. If the car stays outside, you may want to print them out of ABS or ASA or any other filament which is UV resistant or can be used outdoors. The caps are threaded so print them vertically on a raft with supports only touching the build plate. I printed them at 0.1mm layer height which makes them thread on really easy. These threads are a finer pitch. The container and cap can be printed with whatever material and settings you typically use and with supports. The cap seals should be printed in a 85A Shore hardness TPU/TPE like Ninjaflex.
