This is a great idea. I had thought about building one myself but now I don't have to. I eagerly await the rigged one as well because i'm terrible with rigging in blender for some reason. Can't wait to practice sculpting on it.

I am not good at rigging either, but hey this seems a good training practice :-)
I hope this will be a collaborative project: remixing each other version of the dummy each time someone improves the file could result in a nice and handy tool over time.
I will post a first rigged version as soon as I can but I have to print it as is now to compare to actual minis before proper rigging as I fear that messing with proportions later might be difficult.
I would appreciate if someone would make a print on their side too and give some feedback.
Anyway, thanks for the feedback!

very handy. I plan on importing this into my slicer to use to scale. This is 32mm (heroic scale) can you do a 28 and a 52 as well?

Size does not matter ;-)
Once the proportions are correct, a simple resizing should to the trick. Even if for some reason resizing the rigged dummy would prove difficult, it would still be possible to rescale once the mini is posed, although raised arms could make correct sizing a bit trickier.
By the way, to my opinion, 28mm miniatures at heroic scale are actually at least 32mm tall from head to toes.
