I just took Turbine Whistle by bakefy (https://www.thingiverse.com/thing:1031756), and remixed it to avoid glues, for doing it children friendly (no cyanoacrylate in contact with your mouth).
I printed it in 0.2 layer with an ender 3, and 30% infill and works fine, but i'm sure you can change both configurations.
Once printed, put the turbine in its axe, and make some strong turns forcing with your hands to make it softer, as you can see in the video https://youtu.be/6Avlz_fYlqY . Then put the cover and press to make the click fit in its place.
You can add some child friendly oil, maybe a small quantity or olive oil to make it turn better.

Just learning some 3d design, so it is not perfect, but works for me, I hope for you too.
I didn't try another configuration, but I'm sure you can change Resolution and Infill with no problems, if you try another configuration, please make a comment to help another people to know good alternative configurations.
Make softer for good turns.
After printing, put the turbine in its axe, and make it turn pressing with your hands to make it softer, you can see in the video.
In the video I didn't make so much turns by hand, because I did some more before the video.
