The watch mount I purchased was designed for a larger diameter handlebar. The secondary issue is that the watch would interfere with the scooter stem possibly damaging both.
This eccentric mount adapter allows clearance and also gives the correct diameter for the watch mount.
I prefer using the rubber mount over printing everything since it allows some vibration dampening for the watch. The reason for the open bottom of the printed part is to allow some of the rubber mount to touch the handlebar and add friction to prevent the mount from rotating during riding.
I provided both the STL and Autodesk Inventor file.
