There are 4 parts, part "M8x4.6mm_Shim_Washer_R1.0" seems tiny (1mm large?) whjile all the other parts seem correctly sized. I had to use a scaling factor of 25X to make it roughly match the size of the R1.1 washer. Any idea what happened?

Probably 25.4x off...I'm guessing I accidentally exported the stl with inches instead of mm selected.

Very nice design. I just ordered some 608 bearings and plan on printing it soon.

I am curious about the thicker washer with the chamfer. I'm not seeing it used in any of the other images. What is it for?

That is the CFJ washer. You need it to allow axial loading of the bearing while still allowing free rotation. It loads the outer raceway while allowing the inner raceway to spin freely. The washer is the grey part, below the bearing here: https://fat.gfycat.com/CalmObeseBluebottle.webm

Could this be used to make a soft closing toilet seat?

The lid would remain in whatever position you place it. If the lid is heavy enough, it would close, but it would still be subject to gravity and accelerate as it drops.
