I'm having a hell of a time keeping my eyes connected. Every print I've done so far the eyes are breaking off within minutes of trying to use them as cookie cutters. Am I doing something wrong?

How did you make it into a 3D model from the drawing?

There's a number of ways to do this. You can remove all color but the blacker hues using an art software then convert it to a vector image [such as .svg format]. You could then upload this resulting image and give it 3D dimensions by extruding it on any number of CAD softwares.

The next option is to upload the original image directly into a CAD program and "trace" the images dimensions then extrude that resulting outline.

Last but not least, you can just use the sketch as a reference and do it as best you can using the program. "Free-handing" it, so to speak, which is very possible with an image like this.
