Can I use this to surface my spoil board?

I can only speak for myself but I believe the approach that mounts a device in the collet is much more useful and accurate. So, instead of saying 'take it down' I would suggest a couple different modifications or alternatives to your device. First, try printing a 1/4" vertical column on your piece and try it in the collet. It may work fine if you use sufficient infill. A second approach would be to use a 1/4" bolt thru the horizontal piece in lieu of the 1/4" printed column. Once the 1/4" part (either printed or bolt) is snugged up in the collet it will replicate the angle accurately as you rotate the device.

Neat idea --- Except The collet nut is not what needs to be measured. The collet is the critical piece to be perpendicular to the bed. Just replace the outside six sided part with a vertical 1/4" piece and use that in the collet to check for perpendicular relative to the bed.

More of a quick and dirty test.
If you think this would be that far off from the collet I will take it down. You can slap this on at any angle and give it a spin and always get the same result I feel if you can get a 200mm circle fairly perpendicular all the way around the collet really should not be that far off from the nut, right?
I would like to make a collet insert but sadly a 1/4" tower wouldn't print well for most people.

While I think your idea is 'good' my concern is that you are measuring from a component that is not necessarily the same 'angle' as the bit will end up when mounted in the collet. Please don't take my comment as a personal attack. The smaller the bit diameter, the less you will see mill tracks in your horizontal machined parts. But even with a 1/16" end mill that is not perfectly perpendicular to the CNC bed, you will see tracks where one side of the bottom of the bit is closer to the bed than the other. It only takes a fraction of a degree to see this defect. So, as a coarse adjustment, your device should work well. For finer/accurate adjustments, you need to mount the device in the collet.

Not taking this personally at all. I love to learn.

Since printing a 1/4" tower most likely will not work well enough for this use. Do you feel this "tool" worth using for the average person?

The most common way this is done in the DIY community right now is finding a coat hanger wire or something that fits into the 1/8" collet and giving it a few bends, and doing something similar. Do you think this is a more refined way of doing it? If so I feel I should take this down and do a small write up on my site on how this is done.

My main goal is to help the users of the dw660, and my machine, to get a better performing tool.

Just stick it on the nut and give it a spin you will see how far off perpendicular your tool is. You don't have to use the screw and you spoil board should be fairly flat.
