Can you remix this into a flower pot?

Do I need to change the scale if I want it to print for a 6mm game?

Not necessarily, other than any scaling you need to do to compensate for a inches -> cm or inches -> mm conversion (the file is in decimal inches). The buildings are a good size for 6mm terrain pieces.

That said, if you wanted to make them perfectly in scale to actual human sizes mathematically, they're actually about 2mm scale - go by the doors and windows on the annex building with the sloped roof. Most people don't have a printer big enough to print the cooling tower that large, since it'd be about the size of a small garbage can, so I kept the model around its current size when I uploaded it.

What would I scale this by for 28mm?

Assuming you have already compensated for the file being in inches instead of mm... approximately 4.66x. It will be VERY large.

EDIT: It comes out at 438mm across and 592mm tall. There are only a handful of printers made that large, but you could split it into multiple smaller pieces to print and then assemble it.
