Could You please tell us LEGO part numbers for the visible gray parts on pictures 7,8 and 9 ?
It seams that they are not part of LEGO 31313-1 set. https://brickset.com/inventories/31313-1

How do you print this? Surely it won't print standing up like it is in the STL file? I rotated it to lie down, but it won't stick to my hot bed.

You probably have the option to generate support material in your slicer program, it needs support to print correctly.

Yes, you need to print it flat with the support generated. Make sure to print 2 of eac type, and alternate the wheels on the car
