Measured my thumb knuckle at 22.5mm. Scaled the source by 22.5 and the preview seemed to indicate it would be a 22.5mm hole. As printed, it was about a 20mm hole.
the STL's hole dims are 22.5mm high... by 24.13mm wide... so it should not have had to be scaled.
I think this might have been a unit import issue. When I open the stl in Cura or Repetier it comes up in millimeters and the hole is about 1mm in diameter (thus the necessity for scaling). If I open it in 3d builder and specify inches, it comes in with the dimensions you describe.
