have a go with inkscape and the openscad export extension.
Then export as an STL for printing. Quite straightforward.

  1. open image in inkscape
  2. use tool "Path/Trace_Bitmap" to create an outline. (delete the original raster image)
  3. use tool "Extensions/Generate_from_path/Paths_to_OpenSCAD" to save as a scad file
  4. open in OpenSCAD and export as STL.
    Print the STL at a local hub or elsewhere.
