Yes, you can do that either. Take care because the UV-Leds pull some current. So you should use some mosfets or bipolar transistors to drive the LEDs (this is good described somewhere in the arduino playground "How to switch loads" ). The shift register is not really neccessary if you want to switch the bottom LEDs all together.
